Project 1: Integration of uma’s through appropriate reception
The ENGI project created an EU-network of organisations protecting unaccompanied minors, which advocates for guardianship of unaccompanied minor asylum seekers as a minimum requirement across the EU. Guardianship, counselling and the provision of Small Living Units or family units help minors to adapt to and integrate in society. The network has also been created to exchange knowledge and experiences on this subject at the European level.
Project 2: ENGI 2.0 Jointly Protecting Undocumented Children
The ENGI 2.0 project aims to put the conclusions of the first ENGI project into practice. It is deepening and strengthening the cooperation and communication of the core group in the network (established in the first project) by using the model of Joint Learning Initiatives developed by EPIM, thereby contributing to better protection of unaccompanied children in Europe.
| Project Update March 2011 ENGI (European network of European Guardianship Institutions) 2.0: Jointly Protecting Undocumented Children The first ENGI project created an EU-network of organisations protecting unaccompanied minors. ENGI 2.0 is deepening and strengthening the cooperation and communication of the core group of ENGI, thereby contributing to better protection of unaccompanied children in Europe. The participating organisations – 7 in total – come from the Netherlands, UK, Belgium, Germany, Sweden and Finland. Together this group is building – with the support of EPIM – its individual and joint capacity and position on issues that are most important to guardianship for unaccompanied minors asylum seekers. At the same time ENGI works – with help of the European Commission – on basic standards for guardianship and recommendations for changes to national systems of guardianship. The project is designed in two phases: a first phase aimed at capacity building to set the actions agenda and a second phase in which products will become visible and disseminated. Phase I has not finished yet, but phase II already started. In the past months the first exchanges have taken place, with partners learning more about and commenting on the Dutch system of guardianship. Secondly, the first themes have been on the agenda for working out: guardianship in relation to return of minors and guardianship & age assessment. EPIM Grantee, Stichting Nidos, organises a conference on “Guardianship in Europe” for unaccompanied minor asylum seekers
Every unaccompanied minor needs representation able to make decisions in the best interest of the child. This is especially true in the case of unaccompanied asylum-seeking children, as they are more vulnerable. Guardians across Europe provide this representation. Guardianship means exercising the authority of supervising these young people on their way to adulthood and the promotion of their interests. The guardian provides long term continued care and has the responsibility for the mental and physical well-being of the child. The European Network of Guardianship Institutions (ENGI) aim to help guardians and guardianship organisations provide better services and help policy makers be better informed about unaccompanied minors and guardianship. The meeting will take place on 26 – 27 November in Amsterdam.

Towards a European Network of Guardianship Institutions (2010) This report examines the policies and practices towards unaccompanied minor asylum seekers, and asks key questions regarding the ideas of guardianship. How does the European regulations (Directive 2003/9/EC) relate to the current situation and daily practice in Member States? Does the current article and its ongoing implementation provide an answer to these questions? And, if not, what can be improved and how? The ENGI-project has gathered stakeholders from the daily practices in different member states along with their views, aiming to provide recommendations on improved legislation.
