Promoting the appropriate care to victims of torture, through the creation of an information and training centre and building of advocacy

The project aims to improve the care and assistance provided in France to undocumented migrants, asylum seekers and refugees suffering from the effects of torture or political violence. The project activities are: trainings for professionals, dissemination of specialised documentation, and management of a library focusing on the effects of torture and effective care for torture victims. Further, the project intends to advocate for the specific suffering and needs of victims of torture living in Europe to be recognised and addressed appropriately.

Promoting the appropriate care to victims of torture, through the creation of an information and training centre and building of advocacy
Over the last six months, APL, within the French Coordination for Asylum Rights (CFDA), mobilized against a new bill on immigration and integration (4th bill in seven years !) aiming at reducing yet again the rights of migrants and refugees in France. This bill is still being examined by the French National Assembly but we have little hope to see major changes brought to the restrictions to asylum rights it is creating. APL also participated, within the Observatory of Foreigners’ Rights to Health care, to declarations against the changes brought to the State medical Aid delivered to undocumented migrants.
APL runs in Paris a multidisciplinary health care center dedicated to persons who have been victims of torture and political violence. It promotes a global approach, combining medical and psychological care as well as social and legal assistance.
The project promoted by APL with the help of EPIM aims at promoting appropriate care for refugees and asylum seekers who have been victims of torture or political violence. The project is based on the creation of a documentation and training center and the development of advocacy activities.

Meeting on refugee and asylum seeker victims of torture
On June 24th, – just before the UN International Day in Support of Victims of Torture (June 26th) and on the occasion of the Primo Levi Association’s 15th anniversary, the association held in Paris a day-long meeting entitled: “Asylum seekers: acceptance or rejection? Reconstructing a life in the face of uncertainty”. A first discussion focused on the need for psychological and medical care dedicated to refugees victims of torture in France. Several clinicians involved in specialized therapeutic centres participated. A second discussion on how to promote asylum seekers’ rights in France and in Europe also took place. The conference also screened a documentary focusing on the work of Primo Levi Association’s clinicians: “Affiliated to Primo Levi”, by Anne Barbé.

APL symposium on “How politics interfere with the clinical and the ethical”
On June 26th, UN International Day in Support of Victims of Torture, the Association Primo Levi (APL) will hold in Paris a two-day symposium on “Clinical care : Ethics and Politics”. This symposium will discuss the links between the clinical care offered to victims of political violence and the political and legal frame in which it evolves, at a time when protection of refugees is declining and fear of migrants in general is increasing. The Association, which is receiving support from EPIM to develop its information and advocacy activities, will also be launching a new website.
