Addressing the problems of “new immigrants” in Estonia and in the Baltic States
The project analyses legislation and policy regarding ‘new’-immigrants in Estonia, Latvia and Lithuania. The results of the study are being distributed among various actors and providing a solid basis for debates and advocacy. Recommendations to improve the existing systems are being drafted, discussed and distributed.

Project Update March 2011

The EPIM funded project covering three Baltic States was finalised in February 2010. The partners continued to distribute shadow reports on new immigrants in Estonia, Latvia and Lithuania published in the frame of the project. Importantly, in 2010 Estonian authorities started to pay more attention to the needs of recent immigrants (courses of Estonian on the basis of English, training of people to support recent immigrants, etc). LICHR believes that this is at least partly due to lobbying activities organised within the project.

new immigrants in Estonia, Latvia and Lithuania

This brochure includes three shadow reports on the situation of recent immigrants in Estonia, Latvia and Lithuania which were drafted by the project’s partners (cut-off date was January 2009). Each report highlights general policy approach to migration in one of the Baltic States, national integration policies and measures, political and legal context of migration, migrants’ access to residence, their core economic and social rights, national equal treatment measures and migrants’ access to civil and political rights. The authors were also asked to address societal attitudes to immigrants and media assessment, patterns of intolerance and racist violence, and the problem of visibility of local migrant communities.

LICHR, organizes a meeting on “new immigrants” in the Baltic States
The Legal Information Centre for Human Rights (LICHR) organised in Vilnius, Lithuania, a regional meeting within the EPIM-sponsored project “Addressing the problems of “new immigrants” in Estonia and in the Baltic States”. This meeting was attended by Lithuanian high ranking officials who discussed around the table with civil society, media and prominent experts the issues concerning civil, political and economic participation of recent immigrants in Lithuania and other Baltic States.
